Inmate was arrested for public intoxication and taken to a regional jail, to be released upon his own recognizance once sober. Several hours after being booked, he began experiencing seizures consistent with alcohol withdrawal. Over the course of approximately two hours, guards and nurses with the jail witnessed plaintiff undergo multiple seizures of sustained duration that resulted in, among other things, incoherency, bleeding from the mouth, and loss of bowel function. Despite plaintiff’s deteriorating medical condition, he was not sent for emergency medical care in a timely fashion. He suffered cardiac arrest and was resuscitated, but suffered extensive permanent hypoxic brain damage.
